Completion Team Lead - TRP/VRP/TAR, Maintenance & MOC

Role and responsibility synopsis

Completion Team lead will coordinate and oversee Tank Remediation Projects (TRP), Vessel Remediation Projects (VRP), Turnaround (TAR) activities, and ongoing maintenance at the Rumaila Oil Field. The role interfaces with mechanical, electrical & instrumentation (E&I), and multi-disciplinary teams to ensure systems are completed, verified, and handed over in line with project requirements. The engineer will manage inspection documentation, including Inspection Test Records (ITRs), and verify completion of Hand Over Dossiers (HOD) through SH1 walkdowns using the Go Completions (GOC) system. The
role also supports commissioning and start-up planning, punch list management, and resolution of technical issues across project and maintenance scopes.

Key Accountabilities: 

  • Lead and coordinate all activities related to Tank (TRP) and Vessel (VRP) remediation projects, including associated E&I scopes, during planned Turnarounds (TARs) and routine maintenance.
  • Review and verify maintenance and inspection scopes for mechanical and E&I systems; ensure alignment with project and operational standards.
  • Ensure all Inspection Test Records (ITRs) are properly completed, verified, and accurately populated into the Go Completions (GOC) database.
  • Verify that Hand Over Dossiers (HOD) are complete and contain all required documentation.
  • Participate in or lead SH1 walkdowns to confirm system readiness for handover.
  • Contribute to the development of the overall commissioning and start-up logic and schedule to ensure a seamless transition from Construction to Commissioning and Operations.
  • Review work packs and support Mechanical Completions.
  • Supervise local contractors and perform joint walkdowns to verify physical completion.
  • Take ownership of Completions & Handover scope during Turnaround (TAR) phases, ensuring that all related activities are planned, executed, and closed in line with project requirements.
  • Participate in TAR planning and coordination meetings to provide completions-related input and align on HOD/ITR expectations.
  • Coordinate with subcontractors, operations, and client representatives to ensure timely and correct preparation of all Hand Over Dossiers (HODs) and associated ITRs.
  • Oversee and guide the completions team throughout the TAR to ensure verification, documentation, and walkdowns are carried out efficiently and safely.
  • Track progress of completions deliverables and escalate or resolve any delays or issues impacting handover readiness.
  • Work closely with Engineering, Operations, and TAR planners to ensure completions activities are fully integrated into the overall TAR schedule.
  • Collaborate with Engineering and Operations teams; apply prior knowledge and lessons learned during execution phases.
  • Read, interpret, and work from vendor documentation, project drawings, schematics, and technical manuals.
  • Manage punch lists and take responsibility for completion and handover of assigned subsystems/systems.
  • Investigate technical issues and support Root Cause Failure (RCF) analysis where required.
  • Support the Management of Change (MOC) process by ensuring engineering changes are properly reviewed, implemented, and documented.
  • Monitor contractor and vendor performance to ensure compliance with project specifications, quality standards, and HSE policies.
  • Facilitate multi-discipline completion and handover meetings, inspections, and progress reviews.
  • Promote a strong safety culture through adherence to HSE procedures and leadership in safety briefings, especially during high-risk activities (e.g., confined space or hazardous area work).
  • Coordinate closely with planners, engineers, and operations to ensure readiness for commissioning and a smooth system handover.

Criteria & Qualifications

Requirements: 

  • Bachelor’s degree in Mechanical Engineering or related discipline.
  • Minimum 15 years of oil and gas industry experience focusing on static equipment remediation (tanks and vessels), maintenance, and turnaround activities.
  • Familiarity with Electrical & Instrumentation (E&I) scopes related to tank and vessel systems is highly desirable.
  • Experience with Go Completions (GOC) or similar completions management systems, including ITR and HOD handling.
  • Understanding of Management of Change (MOC) processes in engineering and operations contexts.
  • Knowledge of API 653 (Tank Inspection) and API 510 (Pressure Vessel Inspection) is beneficial.
  • Strong ability to manage contractors and coordinate multi-discipline teams in TAR and maintenance environments.
  • Proven skills in interpreting mechanical and E&I drawings, and managing confined space and flange activities.
  • Excellent communication, leadership, and stakeholder coordination skills.
  • COMPEX certification is a plus.
