Control of Work Advisor

Role and responsibility synopsis

The Control of work will play a key role in facilitating work on site and embedding the application of the Control of Work Procedure during a period of

increased remediation/ improvement work including high-risk activities. Responsibilities will include providing support to the existing COW Team Leader and managing how work is executed on-site. Including coaching and development of local Operations and Project staff involved with the control of the work
process.  

The Control of Work will be managed on a day-to-day basis by the Operations Team Leader but will also work closely with the COW Team Leader and Technical Authority.

Key Components of Control of Work

Hazard and Risk Assessment: Before any work begins, a comprehensive assessment is conducted to identify potential hazards associated with the task. This step is crucial for implementing appropriate safety measures.

Isolation Management: This involves ensuring that all energy sources are properly isolated before work starts. This is vital for preventing accidental releases of energy that could lead to injuries.

 

Permit to Work (PtW): A formalized system that requires workers to obtain permission before starting specific tasks. This process ensures that all safety checks are completed and that the work environment is safe for operations.

 

Key Accountabilities:

 

  • Responsible for providing additional CoW technical assistance and advice during Turnarounds and Shutdowns in both the planning and execution phases.
  • Responsible for Coaching & Mentoring of Local staff Teams and Contractor Performing Authorities involved in the execution of Control of Work activities at the Cluster Pumping/ Industrial Water and Degassing Stations.

 

  • Understanding the requirements of the CoW/HSE Procedures and ensure are being applied and followed to safely control work onsite.
  • Provide clarity on Work Planning, job/ask Descriptions, on required Hazards/Controls, and ensure all tasks are completed safely and efficiently
  • Supports the Control of Work Team by conducting HITRA & Permit Audits.
  • Responsible for assisting Site Engineers conduct the mandatory Daily Planning Meetings at assigned Stations.
  • Collaborate with COW TL to conduct regular reviews of CoW-related verification activities and provide recommendations to the CoW Team Lead and operations team lead for interventions.
  • Identify Simultaneous activities (SIMOPS) and support site SEs/SMs in SIMOPS assessment on site as per the COW procedure and activity schedule.
  • Attendance to COW Planning Meeting and Site Support Team meetings
  • Participation in Safe and Unsafe Observations using the Safety Management System
  • Having a comprehensive understanding of CoW Procedures, CoW principles and established good practice. The Area Authority is expected to take responsibility and ownership of Areas to ensure that CoW procedures, related standalone work procedures and best practices are understood, applied and followed, to safely control work on-site.
  • Identifying areas for continuous improvement.  Capture lessons learned and drive consistency across shifts.

Criteria & Qualifications

Mandatory Requirements: 

  • CoW coaching position candidates must have a relevant experience with core knowledge of the discipline to satisfy entry-level requirements.
  • Candidates must be fluent in English and Arabic (Advantage)
  • Proven capability in training, coaching, and mentoring. 
  • Good IT skills and abilities (Word, PowerPoint & Excel). 
 

Essential Experience: 

  • Extensive experience in operational Oil & Gas/ Chemical/ Civil and/or HSE disciplines.
  • Comprehensive knowledge of Permit to Work Systems and CoW principles
  • Comprehensive understanding of the principles of energy isolation
  • Comprehensive understanding of risk assessment principles and their practical application on-site
  • Extensive experience in coaching and mentoring, preferably in a multi-national, oil & gas environment
  • Experience in preparing and delivering CoW Training Sessions
  • Good interpersonal skills and behaviors’ (Safety, Respect, Courage, Excellence, One Team)
  • Experience in conducting and assessing CoW Audits
  • Effective influencing, communication, and engagement skills across a diverse functional organization
  • Self-motivated and able to work with minimal supervision
