Cost Control Engineer

Role and responsibility synopsis

Overview:

 

The primary purpose of this role is to provide planning and costing to the project and manage project budgets, cost tracking, forecasting, financial reporting, and invoicing. This position typically requires extensive experience in cost engineering, particularly within oil and gas, petrochemical, or refinery projects. The role can involve working on projects of varying sizes, from small initiatives to multi-million-dollar projects.

Key Responsibilities:

·         Cost Management: Develop an understanding of client contracts, specifically the price preambles and price schedules. Oversee project budgets and ensure accurate cost tracking throughout the project lifecycle.

·         Cost Time Resources Preparation: Prepare and develop comprehensive CTR documents for new and ongoing contracts. Collaborate with project teams to define project scopes, estimate costs, allocate resources, and develop project timelines.

·         Forecasting: Develop financial forecasts to predict future project costs and resource needs.

·         Reporting: Prepare detailed financial reports and analyses to support project decision-making.

·         Collaboration: Work closely with project managers and engineering teams to ensure that projects are completed within budget and on schedule.

·         Procedures: Develop and maintain cost management, invoicing, and change management procedures and follow throughout the contract cycle.

·         Invoicing: Prepare, validate, and submit accurate project invoices in accordance with contract and client requirements.

·         Change Management: Manage the financial aspects of the change management process, ensuring that all project changes are properly assessed for cost implications.

·         Subcontracts/Service Agreements: Developing accurate price schedules for subcontracting work and verification of subcontractor/vendor invoices.

·         Compliance: Ensure all cost estimating, invoicing, forecasting and reports comply with contractual/procedural requirements and organizational policies. Provide training and guidance to project teams on the implementation of cost management processes and best practices.

Criteria & Qualifications

Qualifications:

·         Bachelor’s degree in engineering, finance, accounting, or a related field.

·         A minimum of 12-15 years in cost engineering, with at least 10 years managing project cost management in the oil and gas industry.

·         Professional certification in cost engineering is highly recommended.

·         Strong analytical skills, proficiency in cost estimation software, MS Office, and excellent communication abilities are essential.
